In an effort to make California a greener state, and to help homeowners save money on their energy bills, the California Energy Commission (CEC) wrote Title 24 to set Building Energy Efficiency Standards and designated HERS raters to perform HVAC (Heating Air Conditioning and Ventilation) rating services for Title 24 compliance and verification purposes. As of July 1, 2014, the state of California is now requiring that each city's building department enforces proper Title 24 compliance in order to pull a building permit for residential HVAC prescriptive alterations. As part of compliance, an Air Duct Pressure Test for leakage is required to be performed by a third party HERS rater when the HVAC alteration takes place. In the State of California there are only 2 certified HERS rater training providers and registries for Title 24 compliance and verification. USERA is one of the two and is the best, easiest to use, and reliable of registries available to the state of California.
Along with being a Certified HERS rater, Joe Novelo is also EPA Universal level certified. The State of California requires that HERS raters be at least Level 2 EPA Certified.
